12 декабря 2025 года в честь дня Конституции Российской Федерации состоялся круглый стол на тему: «Цифровизация оценки регулирующего воздействия», на мероприятие были приглашены члены молодежного крыла НОЦ «Цифровая образовательная среда». Открыл круглый стол приветственной речью заместитель генерального директора Агентства стратегического развития г. Москвы, советник государственной гражданской службы 3 класса, советник юстиции 3 класса, ответственный секретарь экспертного совета по оценке правового регулирования экономики при Департаменте экономической политики и развития г. Москвы Владислав Витальевич Минин, рассказавший участникам об основных элементах оценки регулирующего воздействия и представивший доклад, посвященный индикаторам эффективного регулирования, текст которого впоследствии был вручен членам НОЦ. Затем состоялось выступление директора НОЦ «Цифровая образовательная среда», доцента кафедры правовой информатики, информационного и цифрового права Юридического факультета МГУ, кандидата юридических наук, доцента РАО Максима Валерьевича Воронина, посвященное анализу эффективности оценки регулирующего воздействия с точки зрения права.
Также с докладами выступили сотрудники отдела анализа и совершенствования правового регулирования АНО «Мосстратегия»: руководитель отдела Еремина Дарья Алексеева, заместитель руководителя отдела Хаустова Екатерина Олеговна, главный эксперт отдела, кандидат юридических наук Чураков Владимир Дмитриевич.
В рамках мероприятия члены молодежного крыла НОЦ «Цифровая образовательная среда» и представители АНО «Мосстратегия» обсудили перспективные направления развития института оценки регулирующего воздействия в рамках цифровизации и договорились о будущем сотрудничестве.
On December 12, 2025, in honor of Constitution Day of the Russian Federation, a roundtable discussion on "Digitalization of Regulatory Impact Assessment" was held. Members of the youth wing of the Digital Educational Environment Scientific and Educational Center (SEC) were invited to the event. Vladislav Vitalyevich Minin, Deputy Director General of the Moscow Agency for Strategic Development, 3rd Class Civil Service Advisor, 3rd Class Justice Advisor, and Executive Secretary of the Expert Council for Assessing Legal Regulation of the Economy under the Moscow Department of Economic Policy and Development, opened the roundtable with a welcoming speech. He introduced the participants to the key elements of regulatory impact assessment and presented a report on the indicators of effective regulation, the text of which was subsequently distributed to the SEC members. Maxim Valerievich Voronin, Director of the SEC "Digital Educational Environment," Associate Professor of the Department of Legal Informatics, Information, and Digital Law at the Law Faculty of Moscow State University, PhD in Law, and Associate Professor at the Russian Academy of Education, then presented a presentation on the effectiveness of regulatory impact assessment from a legal perspective.
Presentations were also given by staff members of the Legal Regulation Analysis and Improvement Department of the ANO Mosstrategia: Department Head Daria Alekseeva Eremina, Deputy Head of the Department Ekaterina Olegovna Khaustova, and the department's chief expert, Vladimir Dmitrievich Churakov, PhD in Law.
During the event, members of the youth wing of the Digital Educational Environment Scientific and Educational Center and representatives of the ANO Mosstrategia discussed promising areas for developing the regulatory impact assessment institute within the context of digitalization and agreed on future cooperation.
