24 сентября 2025 года завершилась образовательная программа «Компетенции современного парламентария в информационном обществе» для членов Палаты молодых законодателей при Совете Федерации.
Обучение молодых парламентариев было организовано Юридическим факультетом МГУ имени М.В. Ломоносова совместно с кафедрой правовой информатики, информационного и цифрового права и научно-образовательным центром «Цифровая образовательная среда» Юридического факультета МГУ.
22 сентября на Юридическом факультете МГУ состоялось торжественное открытие, на котором декан Юридического факультета МГУ им. М.В. Ломоносова, доктор юридических наук, научный руководитель НОЦ «Цифровая образовательная среда», академик РАО Александр Константинович Голиченков поблагодарил молодых парламентариев за участие в программе и отметил плодотворное сотрудничество между Палатой молодых законодателей и Юридическим факультетом.
В открытии Программы принял участие Первый заместитель председателя Комитета Совета Федерации по социальной политике Федерального Собрания Российской Федерации, координатор Палаты молодых законодателей при Совете Федерации Александр Георгиевич Варфоломеев. Сенатор подчеркнул важность сотрудничества Совета Федерации и Юридического факультета МГУ, дал напутствие обучающимся и призвал развивать эффективное взаимодействие в дальнейшем. Александр Георгиевич обратил внимание на рост уровня компетенций молодых парламентариев – членов Палаты молодых законодателей при Совете Федерации, акцентируя внимание и на роль, ставшей традиционной, программы повышения квалификации.

Ваша профессия, уважаемые участники Программы, по определению предполагает знание как теории права, так и практики его применения вне зависимости от региональных особенностей (напомню, суть права – применение равного масштаба к разным субъектам).
Этим, отчасти, объясняется участие в Программе представителейиз разных регионов России: Москвы, Республик Чувашия, Башкортостан и Калмыкии, Забайкальского и Краснодарского краев, Курской, Липецкой, Орловской, Ростовской, Томской, Херсонской областей, Еврейской автономной области, Ямало-Ненецкого автономного округа.
Программа нацелена на формирование как теоретических, так и практико-ориентированных знаний, которые помогут в реализации Ваших профессиональных обязанностей.
Особенность Программы в том, что она составлена с учетом современного развития цифровых инструментов. Особое внимание уделено вопросам правового регулирования, этики применения цифровых технологий, а также развитию коммуникационных компетенций парламентариев.
Мы ценим то, что Юридический факультет МГУ, с его 270-летней историей, и Палата молодыхзаконодателей нашли точки соприкосновения и на протяжении последних лет выстроили систему эффективного взаимодействия, включающего реализацию таких программ, а также проведение совместных круглых столов, рабочих групп, развитии ряда законодательных инициатив».
Для участников программы состоялась экскурсия по факультету. Молодые парламентарии посетили научно-образовательные центры Юридического факультета, отдельные кафедры.
В последующие дни программы слушатели обсуждали актуальные проблемы цифровизации общества, такие как: защита частной жизни и персональных данных публичной личности, познакомились с регулярной политикой в Российской Федерации на современном этапе и изучили вводный курс по цифровому праву.

Всего в программе приняли участие 15 молодых парламентариев – членов Палаты молодых законодателей при Совете Федерации из разных субъектов Российской Федерации (город федерального значения Москва, Забайкальский край, Краснодарский край, Республика Башкортостан, Республика Калмыкия, Республика Чувашия, Еврейская автономная область, Курская область, Липецкая область, Орловская область, Ростовская область, Томская область, Херсонская область, Ямало-Ненецкий автономный округ.)
Программа направлена на формирование у молодых парламентариев представлений о государственно-правовой действительности с учётом современных трендов и развития цифровых инструментов. В результате освоения программы обучающиеся получили знания в области инновационного развития правовой системы, цифрового права, познакомились с особенностями правовой аналитики в современном информационном обществе, усовершенствовали знания по проблемам защиты частной жизни и персональных данных, этических аспектах применения информационных технологий, научились решать практические юридические и юридико-технические вопросы с применением цифровых сервисов и средств.
По итогам состоявшейся аттестации слушателям будут вручены удостоверения о повышении квалификации.

On September 24, 2025, the educational program "Modern Parliamentarian Competences in the Informational Society" for members of the Chamber of Young Legislators under the Federation Council was completed.
The training for young parliamentarians was organized by the Faculty of Law of Lomonosov Moscow State University jointly with the Department of Legal Informatics, Information and Digital Law and the Scientific and Educational Center "Digital Educational Environment" of the Faculty of Law.
On September 22, a grand opening was held at the Faculty of Law, where the Dean of the Faculty of Law of Lomonosov Moscow State University, Doctor of Legal Sciences, Scientific Supervisor of the Scientific and Educational Center "Digital Educational Environment," Academician of the Russian Academy of Education Aleksandr Konstantinovich Golichenkov thanked the young parliamentarians for their participation in the program and noted the fruitful cooperation between the Chamber of Young Legislators and the Faculty of Law.
The opening of the Program was attended by the First Deputy Chairman of the Federation Council Committee on Social Policy of the Federal Assembly of the Russian Federation, Coordinator of the Chamber of Young Legislators under the Federation Council, Aleksandr Georgievich Varfolomeev. The Senator emphasized the importance of cooperation between the Federation Council and the Faculty of Law of Moscow State University, gave instructions to the students, and called for the development of effective interaction in the future. Aleksandr Georgievich drew attention to the growing level of competences of the young parliamentarians - members of the Chamber of Young Legislators under the Federation Council, also emphasizing the role of the now traditional professional development program.

The peculiarity of the Program is that it is designed considering the modern development of digital tools. Special attention is paid to the issues of legal regulation, the ethics of using digital technologies, and the development of communication competences of parliamentarians.
We appreciate that the Faculty of Law of Moscow State University, with its 270-year history, and the Chamber of Young Legislators have found common ground and over the past years have built a system of effective interaction, including the implementation of such programs, as well as holding joint round tables, working groups, and developing a number of legislative initiatives."

In the following days of the program, the attendees discussed current problems of societal digitalization, such as: protection of privacy and personal data of public figures, familiarized themselves with regulatory policy in the Russian Federation at the present stage, and studied an introductory course on digital law.

The program is aimed at forming young parliamentarians' understanding of state and legal reality, taking into account modern trends and the development of digital tools. As a result of mastering the program, the students gained knowledge in the field of innovative development of the legal system, digital law, became familiar with the features of legal analytics in the modern informational society, improved their knowledge on the problems of privacy and personal data protection, ethical aspects of the use of information technologies, and learned to solve practical legal and legal-technical issues using digital services and tools.
Based on the results of the certification, students will be awarded professional development certificates.
