16 июня 2026 г. состоялась встреча студентов с преподавателями кафедры правовой информатики, информационного и цифрового права Юридического факультета МГУ в Инновационном научно-технологическом центре «Воробьевы горы».
Встречу вел Виктор Алексеевич Вайпан, заведующий кафедрой правовой информатики, информационного и цифрового права, генеральный директор ИНТЦ МГУ «Воробьевы горы», доктор юридических наук, профессор.
Виктор Алексеевич рассказал студентам об основной идее создания ИНТЦ — о формировании на новой территории Московского университета инновационной экосистемы мирового уровня в целях реализации приоритетов научно-технологического развития России, повышения инвестиционной привлекательности сферы исследований и разработок, коммерциализации их результатов, расширения доступа граждан и юридических лиц к участию в перспективных, коммерчески привлекательных научных и научно-технических разработках.
Проект ориентирован на создание высокорентабельного инновационного механизма функционирования Центра на базе междисциплинарных фундаментальных и научно-прикладных исследований на цифровой основе, результатом которых будут передовые технологии, востребованные экономикой. Ядром ИНТЦ станут новые центры прикладных исследований. Межфакультетские и междисциплинарные лаборатории в их составе призваны интегрировать усилия образования, науки и промышленности для решения самых актуальных задач и способствовать развитию инженерного образования.
Создана территория диалога и место интеграции усилий исследователей (студентов, исследователей и преподавателей МГУ), индустрии (промышленных предприятий), инвесторов (спонсоров, бизнес-ангелов, представителей фондов, институтов развития и распорядителей средств госпрограмм) и инноваторов (начинающих и опытных предпринимателей). Центральными структурами системы управления ИНТЦ являются Фонд развития Московского университета и управляющая компания.
Также Виктор Алексеевич рассказал о становлении кафедры правовой информатики, информационного и цифрового права Юридического факультета МГУ и отметил, что в настоящее время кафедра, ставшая центром компетенций в сфере информационного и цифрового права, во взаимодействии с органами власти активно участвует в создании новой регуляторной среды для цифрового общества и государства, в разработке Цифрового кодекса, а также в законотворческом процессе в сфере регулирования деятельности искусственного интеллекта. Виктор Алексеевич подчеркнул, что студенты, которые пишут научные работы на базе кафедры, принимают участие в ее проектах. Также было отмечено, что в настоящее время на рынке труда востребованы в первую очередь юристы с цифровой компетенцией.

On June 16, 2026, a meeting between students and faculty from the Department of Legal Informatics, Information, and Digital Law of the Faculty of Law at Moscow State University took place at the Vorobyovy Gory Innovation Scientific and Technological Center.
The meeting was moderated by Viktor Alekseevich Vaypan, Head of the Department of Legal Informatics, Information, and Digital Law, General Director of the Vorobyovy Gory Innovation Scientific and Technological Center, Doctor of Law, and Professor.
Viktor Alekseevich explained to the students the main idea behind the creation of the Innovation Scientific and Technological Center: to create a world-class innovation ecosystem on the new campus of Moscow State University to implement Russia's scientific and technological development priorities, enhance the investment attractiveness of research and development, commercialize its results, and expand access for individuals and legal entities to participate in promising, commercially attractive scientific and technological developments.
The project aims to create a highly profitable innovative mechanism for the Center's operation based on interdisciplinary fundamental and applied research using digital technology, resulting in advanced technologies in demand by the economy. New applied research centers will form the core of the ISTC. Their interfaculty and interdisciplinary laboratories are designed to integrate the efforts of education, science, and industry to address the most pressing challenges and promote the development of engineering education.
This project has created a space for dialogue and a platform for integrating the efforts of researchers (students, researchers, and faculty at Moscow State University), industry (industrial enterprises), investors (sponsors, business angels, representatives of foundations, development institutions, and administrators of government program funds), and innovators (aspiring and experienced entrepreneurs). The central structures of the ISTC's governance system are the Moscow University Development Fund and the management company.
Viktor Alekseevich also spoke about the development of the Department of Legal Informatics, Information, and Digital Law at the Faculty of Law at Moscow State University. He noted that the department, which has become a center of excellence in information and digital law, is actively involved in collaborating with government agencies to create a new regulatory environment for the digital society and state, develop the Digital Code, and participate in the legislative process regulating artificial intelligence. Viktor Alekseevich emphasized that students who write research papers at the department participate in its projects. It was also noted that the current labor market primarily requires lawyers with digital competencies.
The department's master's programs were presented at the meeting:
"Information Legal Relations in an Innovative Economy" (Head: Vitaly Andreevich Severin, Doctor of Law, Professor of the Department);
"Legal Foundations of Digital Energy" (Head: Alla Nikolaevna Varlamova, Doctor of Law, Professor of the Department).
The event was attended by Maxim Valerievich Voronin, PhD in Law, Associate Professor of the Department, and Director of the Digital Educational Environment Research and Education Center of the Faculty of Law at Moscow State University, and Veronika Yuryevna Patenkova, PhD in Law, a lecturer in the department.
The meeting was held in the Education Cluster of the Institute of Scientific and Technical Sciences, after which the students went on a tour of the Lomonosov Cluster.
