30 июня 2026 года состоялось заседание Экспертного совета Палаты молодых законодателей при Совете Федерации Федерального Собрания Российской Федерации.
Открыл и проводил заседание председатель Экспертного совета Палаты молодых законодателей при Совете Федерации Федерального Собрания Российской Федерации Илья Владимирович Ножечкин.
В ходе заседания помощник декана, доцент кафедры правовой информатики, информационного и цифрового права, директор НОЦ «Цифровая образовательная среда» Юридического факультета МГУ имени М.В.Ломоносова Максим Валерьевич Воронин выступил с докладом о планах проведения программы повышения квалификации «Компетенции современного парламентария в информационном обществе». В 2026 году программа запланирована с 28 по 30 сентября 2026 г. и состоится уже в пятый раз на базе Юридического факультета МГУ.
Обучающиеся по программе смогут анализировать политико-правовые процессы, в том числе с учетом роли цифровых технологий, исследовать и интерпретировать связи и отношения в этих процессах, выявлять общесоциальные и правовые причины и следствия, включая влияние цифровизации. Слушатели получат навыки ведения профессиональной дискуссии с применением отдельных коммуникационных технологий, в том числе с использованием цифровых инструментов. Слушатели программы также освоят правовые механизмы использования цифровых технологий в парламентской работе, основы применения сервисов правовой аналитики и работы с профессиональным текстом современными методами, получат информацию о цифровом праве и этических началах применения цифровых технологий, представят проектную работу в рамках матрицы цифровых компетенций парламентария.
Также Максим Валерьевич рассказал, что совместно с Палатой молодых законодателей планируется провести ряд важных мероприятий, в том числе встречу со студентами из новых регионов Российской Федерации, Открытый республиканский правовой турнир и другие.
В итоговой части заседания было отмечено, что сотрудничество Юридического факультета МГУ и Палаты молодых законодателей складывается в системные и продуктивные взаимоотношения.

On June 30, 2026, a meeting of the Expert Council of the Chamber of Young Legislators under the Federation Council of the Federal Assembly of the Russian Federation was held.
The meeting was opened and chaired by Ilya Vladimirovich Nozhechkin, Chairman of the Expert Council of the Chamber of Young Legislators under the Federation Council of the Federal Assembly of the Russian Federation.
During the meeting, Maxim Valerievich Voronin, Assistant Dean, Associate Professor of the Department of Legal Informatics, Information, and Digital Law, and Director of the Digital Educational Environment Research and Education Center at the Faculty of Law of Moscow State University, presented a report on plans for the professional development program "Competencies of a Modern Parliamentarian in the Information Society." The program is scheduled for September 28–30, 2026, and will be held for the fifth time at the Faculty of Law of Moscow State University.
Students in the program will be able to analyze political and legal processes, including taking into account the role of digital technologies, explore and interpret the connections and relationships within these processes, and identify general social and legal causes and consequences, including the impact of digitalization. Students will gain skills in conducting professional discussions using specific communication technologies, including digital tools. Students will also master the legal mechanisms for using digital technologies in parliamentary work, the fundamentals of using legal analytics services and working with professional texts using modern methods, gain information on digital law and the ethical principles of using digital technologies, and present a project within the framework of the parliamentarian's digital competencies matrix.
Maxim Valerievich also stated that a number of important events are planned in collaboration with the Chamber of Young Legislators, including a meeting with students from new regions of the Russian Federation, an Open Republican Legal Tournament, and others.
At the end of the meeting, it was noted that the collaboration between the Moscow State University Faculty of Law and the Chamber of Young Legislators is developing into a systemic and productive relationship.
