28-29 мая 2025 г. в Российском экономическом университете имени Г.В. Плеханова состоялся форум, посвященный юбилею введения в России института оценки регулирующего воздействия. Мероприятие стало площадкой для обсуждения стратегий и методов, направленных на оптимизацию государственных регуляций.
Форум собрал экспертов, государственных служащих и представителей бизнеса. Участники обсудили широкий круг вопросов: от формирования прозрачной системы оценки законопроектов до анализа влияния новых регуляций на малый и средний бизнес. Докладчики представили реальные примеры, иллюстрирующие, как качественное регулирование может стимулировать экономический рост, повышая доверие со стороны бизнеса и общества.
В рамках форума состоялись студенческие дебаты, посвященные основной теме мероприятия. Участие в конкурсе приняли студенты Юридического факультета МГУ, НИУ ВШЭ, РЭУ имени Г.В. Плеханова, Университета мировых цивилизаций имени В.В. Жириновского, РАНХиГС, Финансового университета. Вел конкурс заместитель генерального директора Агентства стратегического развития г. Москвы, советник государственной гражданской службы 3 класса, советник юстиции 3 класса, ответственный секретарь экспертного совета по оценке правового регулирования экономики при Департаменте экономической политики и развития г. Москвы Владислав Витальевич Минин.
Перед началом дебатов состоялся мастер-класс по теме оценки регулирующего воздействия, который провели приглашенные эксперты:
В ходе дебатов участники обсудили темы влияния законодательных инициатив на экономику, необходимости учета мнения общества при разработке новых правовых норм, эффективности методов оценки регулирующего воздействия и др. Споры разгорелись вокруг актуальности изменений законодательства, необходимости соблюдения баланса интересов государства и граждан.
Конкурс способствовал развитию критического мышления студентов, вовлеченности будущих профессионалов в общественные процессы, в обсуждение актуальных вопросов социума. Подобные дебаты формируют ответственное гражданское общество, где точка зрения каждого имеет значение.
По итогам конкурса команда Юридического факультета МГУ в составе Степана Гадзияна, Артема Гурова, Романа Данилина, Ильи Паращука, Варвары Скрипниковой, Даниила Филатова, Магомеда Шахмурзаева заняла призовое второе место.

On May 28-29, 2025, a forum dedicated to the anniversary of the introduction of the Regulatory Impact Assessment (RIA) institution in Russia was held at the Plekhanov Russian University of Economics. The event served as a platform for discussing strategies and methods aimed at optimising government regulations.
The forum brought together experts, government officials, and business representatives. Participants discussed a wide range of issues, from the formation of a transparent system for assessing draft laws to the analysis of the impact of new regulations on small and medium-sized businesses. Speakers presented real-world examples illustrating how high-quality regulation can stimulate economic growth, thereby increasing confidence from business and society.
Within the framework of the forum, student debates were held, dedicated to the main topic of the event. Students from the Faculty of Law of Moscow State University, the National Research University Higher School of Economics, Plekhanov Russian University of Economics, Vladimir Zhirinovsky University of World Civilizations, RANEPA, and the Financial University took part in the competition. The competition was moderated by Vladislav Vitalyevich Minin, Deputy General Director of the Moscow Strategic Development Agency, Advisor of the 3rd class of the State Civil Service, Advisor of the 3rd class of Justice, and Executive Secretary of the expert council for assessing the legal regulation of the economy at the Department of Economic Policy and Development of Moscow.

During the debates, participants discussed topics such as the impact of legislative initiatives on the economy, the need to consider public opinion when developing new legal norms, and the effectiveness of regulatory impact assessment methods. Disputes arose around the relevance of changes in legislation and the need to maintain a balance of interests between the state and citizens.
The competition contributed to the development of students' critical thinking and the involvement of future professionals in public processes and the discussion of current societal issues. Such debates foster a responsible civil society where the viewpoint of every individual matters.
Following the competition, the team from the Faculty of Law of Moscow State University, consisting of Stepan Gadziyan, Artyom Gurov, Roman Danilin, Ilya Parashchuk, Varvara Skripnikova, Daniil Filatov, and Magomed Shakhmurzayev, won a prize-winning second place.
