14 октября 2025 года в рамках подготовки к пленарному заседанию состоялось заседание Экспертного Совета Палаты молодых законодателей (ПМЗ) при Совете Федерации. В мероприятии приняли участие депутаты, государственные деятели, ученые и представители гражданского общества, объединённые целью выработки эффективных решений по основным направлениям социально-экономического развития России.
В ходе заседания прорабатывались нормотворческие инициативы Экспертного совета, в том числе был рассмотрен ряд инициатив в жилищно- правовой сфере, направленных на упрощение фиксации предоставления услуг ненадлежащего качества и учёт интересов жителей ветхих и аварийных домов, а также упрощение процедуры изменения границ земельных участков под домами. «Основная задача — подготовить и проработать законодательные инициативы, направленные на защиту прав и интересов жителей регионов. В конце октября проведём несколько рабочих встреч с представителями федеральных ведомств, чтобы наши предложения получили поддержку исполнительной власти» – сказал председатель Экспертного совета Илья Владимирович Ножечкин.
Члены Экспертного совета представили предложения по разрешению строительства приютов для животных без владельцев на землях сельхозназначения и отнесению некоммерческих организаций,
содействующих реабилитации участников боевых действий, к социально ориентированным. Важным вопросом повестки стало утверждение плана работы до конца года, в том числе по организации и доставке гуманитарной и технической помощи в зону СВО.
В заседании Совета принял участие член Совета, доцент кафедры правовой информатики, информационного и цифрового права, директор НОЦ «Цифровая образовательная среда» Юридического факультета МГУ, доцент РАО, кандидат юридических наук Максим Валерьевич Воронин.
В завершение заседания участники выразили уверенность в важности продолжения тесного взаимодействия между государством, гражданским обществом и бизнесом для устойчивого развития страны.

On October 14, 2025, a meeting of the Expert Council of the Chamber of Young Legislators (CYL) under the Federation Council was held as part of the preparations for the plenary session. The event was attended by deputies, public officials, scientists, and representatives of civil society, united by the goal of developing effective solutions for the main directions of Russia's social and economic development.
During the meeting, legislative initiatives of the Expert Council were developed, including a number of initiatives in the housing and legal sphere aimed at simplifying the documentation of poorly provided services and accounting for the interests of residents of dilapidated and emergency houses, as well as simplifying the procedure for changing the boundaries of land plots under houses. "The main task is to prepare and develop legislative initiatives aimed at protecting the rights and interests of residents of the regions. At the end of October, we will hold several working meetings with representatives of federal agencies so that our proposals receive support from the executive branch," said the Chairman of the Expert Council, Ilya Vladimirovich Nozhcehkin.
Members of the Expert Council presented proposals on permitting the construction of shelters for ownerless animals on agricultural lands and on classifying non-profit organizations assisting in the rehabilitation of combat veterans as socially oriented. An important item on the agenda was the approval of the work plan until the end of the year, including the organization and delivery of humanitarian and technical assistance to the Special Military Operation (SMO) zone.
The meeting was attended by a member of the Council, Maksim Valerevich Voronin, Associate Professor of the Department of Legal Informatics, Information and Digital Law, Director of the Scientific and Educational Center "Digital Educational Environment" of the Faculty of Law of Lomonosov Moscow State University, Associate Professor of the RAE, and Candidate of Legal Sciences.
In conclusion, the participants expressed confidence in the importance of continuing close interaction between the state, civil society, and business for the sustainable development of the country.
