17 июля 2025 года состоялось пленарное заседание Палаты молодых законодателей при Совете Федерации. Его провели председатель Комитета Совета Федерации по социальной политике Елена Алексеевна Перминова, заместитель председателя Комитета Совета Федерации по социальной политике, координатор Палаты молодых законодателей Александр Георгиевич Варфоломеев и председатель Палаты, депутат Московской областной Думы Лев Константинович Закиров. В заседании принял участие директор НОЦ «Цифровая образовательная среда», доцент кафедры правовой информатики, информационного и цифрового права Юридического факультета МГУ, кандидат юридических наук, член экспертного Совета Палаты Максим Валерьевич Воронин.
Палата ведет активную работу по законодательным инициативам и развитию молодёжного парламентаризма. За 1-ое полугодие 2025 г. депутаты подготовили 23 федеральные инициативы, 7 из которых уже вынесены на рассмотрение. В честь 80-летия Победы провели более 30 мероприятий: «Уроки Победы», «Сады памяти», реставрация мемориалов, помощь ветеранам. Также поддержали СВО: передали технику, дроны, 50 тонн гуманитарных грузов, помогли в эвакуации мирных жителей. Совместно с обществом «Знание» парламентарии провели 10 лекций и семинаров, во втором полугодии – ещё столько же.
В рамках обсуждения образовательных программ Максим Валерьевич передал слова благодарности декана Юридического факультета МГУ, доктора юридических наук, научного руководителя НОЦ «Цифровая образовательная среда», академика РАО Александра Константиновича Голиченкова за поддержку и реализацию образовательной программы «Компетенции современного парламентария в информационном обществе», подготовленной коллективом кафедры правовой информатики, информационного и цифрового права Юридического факультета МГУ под руководством заведующего кафедрой правовой информатики, информационного и цифрового права Юридического факультета МГУ, доктора юридических наук, профессора Виктора Алексеевича Вайпана.
В связи с успешным завершением в 2024 году образовательной программы «Компетенции современного парламентария в информационном обществе» участникам были вручены удостоверения о повышении квалификации. Молодые парламентарии поблагодарили коллектив Юридического факультета МГУ за вклад в развитие образования, культуры, гражданского общества, отметили высокий уровень профессионализма работников.
На заседании Максим Валерьевич рассказал о запуске программы повышения квалификации «Компетенции современного парламентария в информационном обществе» на Юридическом факультете МГУ с 22 сентября 2025 г. Подробнее о программе.

On July 17, 2025, a plenary session of the Chamber of Young Legislators under the Federation Council was held. It was conducted by Yelena Alekseyevna Perminova, Chairperson of the Federation Council's Committee on Social Policy; Aleksandr Georgievich Varfolomeev, Deputy Chairperson of the Federation Council's Committee on Social Policy and Coordinator of the Chamber of Young Legislators; and Lev Konstantinovich Zakirov, Chairman of the Chamber and a Deputy of the Moscow Regional Duma. The meeting was attended by Maksim Valeryevich Voronin, Director of the Scientific and Educational Centre "Digital Educational Environment," Associate Professor of the Department of Legal Informatics, Information and Digital Law of the Faculty of Law of Moscow State University, Candidate of Legal Sciences, and a member of the Chamber's Expert Council.
The Chamber is actively engaged in legislative initiatives and the development of youth parliamentarism. In the first half of 2025, the deputies prepared 23 federal initiatives, 7 of which have already been submitted for consideration. In honour of the 80th anniversary of Victory, they conducted over 30 events, including "Victory Lessons," "Gardens of Memory," memorial restorations, and aiding veterans. They also supported the Special Military Operation by donating equipment and drones, delivering 50 tons of humanitarian aid, and assisting in the evacuation of civilians. In collaboration with the "Knowledge" society, the parliamentarians held 10 lectures and seminars, with another 10 planned for the second half of the year.
During the discussion of educational programs, Maksim Valeryevich conveyed the gratitude of Aleksandr Konstantinovich Golichenkov, Dean of the Faculty of Law of Moscow State University, Doctor of Legal Sciences, Scientific Director of the Scientific and Educational Centre "Digital Educational Environment," and Academician of the Russian Academy of Education. The gratitude was for the support and implementation of the educational program "Competencies of a Modern Parliamentarian in the Information Society," which was prepared by the staff of the Department of Legal Informatics, Information and Digital Law of the Faculty of Law of Moscow State University under the guidance of Viktor Alekseyevich Vaipan, Head of the Department of Legal Informatics, Information and Digital Law of the Faculty of Law of Moscow State University, Doctor of Legal Sciences, and Professor.
In connection with the successful completion of the educational program "Competencies of a Modern Parliamentarian in the Information Society" in 2024, participants were awarded certificates of professional development. The young parliamentarians expressed their gratitude to the staff of the Faculty of Law of Moscow State University for their contribution to the development of education, culture, and civil society, and noted the high level of professionalism of the faculty members.
At the meeting, Maksim Valeryevich announced the launch of the professional development program "Competencies of a Modern Parliamentarian in the Information Society" at the Faculty of Law of Moscow State University, starting on September 22, 2025. More details about the program are available.
